Board of Managers

The Board of Managers is identified for the Emergency Communication District of Ector County under Texas Health and Safety Code Section 772.306, Board of Managers.  Under this legislation the Board of Managers consists of:

Board members are appointed for staggered terms of two years, with at least two members' terms expiring each year.

A majority of the voting members of the board constitutes a quorum.

Voting members of the board may meet in executive session in accordance with Chapter 551, Government Code.


Texas Health and Safety Code Section 772.307 identifies the Powers and Duties of the Board.

The board shall name, control, and manage the district.

The board may adopt rules for the operation of the district.

The board may contract with any public or private entity to carry out the purposes of this subchapter, including the operation of a 9-1-1 system.


Texas Health and Safety Code Section 772.308 provides for a Director of District.

The board shall appoint a director of communication for the district and shall establish the director's compensation.  The director must be qualified by training and experience for the position.

With the board's approval, the director may employ any experts, employees, or consultants that the director considers necessary to carry out the purposes of this subchapter.  

The director shall perform all duties that the board requires and shall supervise as general manager the operations of the district subject to any limitations prescribed by the board.
